EVALUASI KEBIJAKAN PT PLN (PERSERO) DARI LISTRIK PASCABAYAR KE PRABAYAR DI UNIT PELAKSANA PELAYANAN PELANGGAN (UP3) PALEMBANG
This study aims to evaluate the Policy of PT PLN (Persero) from Postpaid to Prepaid Electricity in the Palembang Customer Service Implementation Unit (UP3). This policy was implemented as an effort to improve service efficiency, transparency of electricity usage, and reduce customer arrears. The research method used is a qualitative approach with data collection techniques through interviews, observations, and documentation. The results of the study indicate that the implementation of the policy of switching from postpaid to prepaid has gone quite well, but there are still several obstacles in the field, such as a lack of customer understanding of the prepaid system and limited socialization. Based on six policy evaluation indicators according to William N. Dunn, namely effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy, this policy is considered quite effective in reducing electricity arrears and increasing control of energy use by customers. However, from the aspect of equity and responsiveness, improvements are still needed, especially in terms of information services and assistance to customers. The policy of switching electricity from postpaid to prepaid has had a positive impact, but requires optimization in implementation so that the policy objectives can be achieved optimally. Therefore, improvements in socialization, services, and continuous evaluation are needed to support the success of the policy. Keywords: policy evaluation, prepaid electricity, PLN, William N. Dunn
