ANALISIS PERATURAN MENTERI DESA DENGAN PENDEKATAN INSTITUTIONAL GRAMMAR 2.0
This study aims to analyze the policy design that regulates the behavior of actors involved in village fund management, as stipulated in the Regulation of the Minister of Villages Number 7 of 2023 on the Detailed Priorities for the Use of Village Funds. The study employs the Institutional Grammar 2.0 approach to systematically examine the structure of the regulation by classifying rule elements into Attribute, Deontic, Aim, Object, Condition, and Or Else. This approach enables the identification and analysis of how rules are formulated and implemented, as well as how actors involved in policy implementation interpret and behave in accordance with these rules. Q Methodology, which is applied to identify and analyze actors’ perceptions and subjective viewpoints regarding the Regulation of the Minister of Villages Number 7 of 2023. In addition, Social Network Analysis is employed to illustrate the structure of relationships among actors involved in village fund management as regulated under the same regulation. The study concludes that collaboration in village fund management is the result of an institutional configuration shaped by policy design, in which the decentralization of village authority is combined with strict administrative control mechanisms. The integration of IG 2.0, Q Methodology, and SNA provides a comprehensive understanding of how policy design shapes the action arena, actors’ perceptions, and collaborative practices in the governance of Village Funds.
