The increasing demand for land is often not accompanied by adequate regulation and governance. This condition has led to various land issues, such as land disputes, illegal land acquisition, overlapping ownership rights, and unequal access to land. Many land disputes arise due to inaccuracies in determining the location and boundaries of land parcels. Therefore, issues related to land measurement, mapping, and the provision of large-scale maps for land registration purposes are crucial and should not be overlooked. The research questions include the legal validity of duplicate certificates, the form of accountability of the National Land Agency (BPN) for their issuance, and legal measures that can be taken to prevent duplicate certificates. The method used is normative legal research with a statutory conceptual, and case-based approach through a literature review of primary and secondary legal materials. The results of the study indicate that the legal validity of duplicate certificates, namely that both certificates formally retain legal force and are recognized as proof of rights until the certificates are revoked if they are proven to contain administrative defects. The National Land Agency is responsible for administrative, civil, and criminal losses arising from negligence in carrying out its duties. Legal efforts to prevent duplicate certificates constitute a strategic responsibility of the National Land Agency, implemented through improved land administration order, service digitalization, and the application of electronic land certificates, strengthening internal supervision functions, enhancing transparency and public access to information, implementing the Complete Systematic Land Registration (PTS) program, utilizing technologies such as blockchain, and strengthening geospatial data systems. Duplicate certificate prevention is carried out through an integrated digital land system, online verification processes, enhancement of personnel competence, strict sanctions, transparent services,inter-agency coordination, and public education to ensure legal certainty and order in land administration.
