This study aimed to develop a Digital Pop-Up Book on procedural text material to enhance higher-order thinking skills (HOTS) among fifth-grade elementary school students. The research employed a Research and Development (R&D) approach following the ADDIE development model, which includes Analysis, Design, Development, Implementation, and Evaluation stages. Data collection techniques included interviews, observations, questionnaires, validation sheets, and tests. The results showed that the developed Digital Pop-Up Book media had a very high level of validity, with an average percentage of 95.45% based on validators’ assessments. The media practicality level was also very high, averaging 92.30% across individual and small-group trials. The media’s effectiveness was demonstrated by improvements in students' learning outcomes, with the average pretest score of 48.75 increasing to 90 in the posttest, and an N-Gain score of 0.804 categorized as high. It can be concluded that the developed Digital Pop-Up Book media is suitable for use in the learning process and can encourage the development of higher-order thinking skills among elementary school students.
