PERAN INTERNATIONAL LABOUR ORGANIZATION (ILO) DALAM MEMPERKUAT PERLINDUNGAN TENAGA KERJA ASING DI JEPANG
Japan had faced serious demographic challenges due to an aging population, which resulted in a shortage of domestic labor and led the country to accept foreign workers. However, in its implementation, foreign workers in Japan had continued to experience various problems, including discrimination, job vulnerability, and limited access to social protection. In this context, the International Labour Organization (ILO) had played an important role as an international organization that set and promoted global labor standards. This study aimed to examine the ILO's role in strengthened the protection of foreign workers in Japan. This research employed the theory of international organization and implementation proposed by Jutta Joachim, Bob Reinalda, and Bertjan Verbeek, which consisted of three main approaches: the Enforcement Approach, Management Approach, and Normative Approach. The research method used was descriptive qualitative, with secondary data obtained through library research. The findings indicated that the Management Approach and the Normative Approach were the most relevant to this study. Through the Management Approach, the ILO had actively assisted Japan in addressing policy implementation challenges through monitoring, capacity building, and problem-solving activities. Meanwhile, the Normative Approach demonstrated that the ILO's authority and legitimacy had played an important role in internalizing the values of social justice, non-discrimination, and decent work into Japan's national policies.
