This study aims to analyze the participation of local ethnic groups and Chinese ethnic groups in MSME empowerment programs and to identify the factors influencing it. The research was conducted in Palembang City using a descriptive qualitative approach through data collection techniques such as interviews, observations, and documentation involving MSME actors and relevant government authorities. The results show that local ethnic MSME actors tend to be more active in participating in government programs such as business training, capital assistance, and mentoring, whereas Chinese ethnic MSME actors tend to be more selective as they rely more on internal capital and business networks. These differences in participation are influenced by factors such as access to capital, social networks, business experience, and business development strategies. Based on these findings, it can be concluded that there are differences in the level of participation between the two ethnic groups in MSME empowerment programs in Palembang City. Therefore, more inclusive empowerment policies are needed to ensure more equitable participation among business actors.
