ANALISIS IMPLEMENTASI PROGRAM KESEHATAN IBU DAN ANAK (KIA) DALAM UPAYA PENINGKATAN CAKUPAN K4 DI DINAS KESEHATAN KABUPATEN LAMPUNG TIMUR

Analysis of the Implementation of The Maternal and Child Health Program in an Effort to Increase K4 Coverage at the East Lampung District Health Office xviii + 106 pages, 5 table, 10 figures, 18 appendices ABSTRACT Fourth antenatal visit or K4 is an important indicator in the Maternal and Child Health (MCH) program to detect pregnancy risks early. However, the achievement of K4 in East Lampung Regency is still not optimal, so this study aims to analyze the implementation of policies based on George C. Edwards' theory (IIIl) from the aspects of communication, resources, disposition of implementers, and bureaucratic structure as an effort to increase K4 coverage. This study uses a descriptive qualitative approach with data collection conducted through in-depth interviews, observations, and document reviews. There are 14 research informants consisted of employees of the East Lampung Regency Health Office, program managers and KIA personnel at the Mataram Baru and Pakuan Aji Health Centers, village midwives, and pregnant women as service targets. The results of the study indicate that program communication has generally run through meetings, coordination groups, and monitoring activities. While resources, personnel, information, and authority are readily available, challenges include duplicate workloads, unintegrated training, discrepancies between targets and the actual conditions of pregnant women, and suboptimal alignment of task and function documents. Implementers demonstrate strong commitment and responsibility in implementing the program, although irregularities in record-keeping among some implementers and workload pressure remain. The bureaucratic structure is supported by updated SOPs and a division of roles across programs and networks, with an established service flow. The discussion illustrates that program implementation is influenced by ongoing program comuunication, workload factors, target adjustments, and strengthening operational support. Recommendations for this study include strengthening integrated training, adjusting targets based on real-world regional data, updating task documents, and strengthening the field recording and coordination system.
