ANALISIS DIPLOMASI BUDAYA INDONESIA MELALUI FESTIVAL CROSSBORDER SKOUW DI PERBATASAN INDONESIA–PAPUA NUGINI TAHUN 2023

The problem of economic inequality in the Papua region and the conflict between Indonesia and Papua New Guinea prompted Indonesia to undertake cultural diplomacy activities, namely the 2023 Skouw Crossborder Festival. This study was conducted with the aim of seeing how Indonesian cultural diplomacy through the 2023 Skouw Crossborder Festival on the Indonesia-Papua New Guinea border was carried out based on the main elements of cultural diplomacy implemented by Indonesia, there are 4 main elements, namely; Actors & Government Involvement (actors and government), second Objectives (goals), third Activities (activities) and fourth Audiences (participants). From this study using the concept put forward by Simon Mark, namely the concept of Core Elements Of Cultural Diplomacy which is used as a basis for thinking. The method used in this study uses descriptive qualitative where researchers will explain and describe a thing or phenomenon that occurs by searching and digging up as much information as possible to gain a better understanding of the problems that arise and in accordance with the concept used by researchers. For data collection techniques used are through interviews and library research. Then, the resources that researchers use in this study are derived from primary data, namely through in-depth interviews then secondary data obtained through journals, books, articles, official government websites, news websites to social media. The results obtained from this study are from cultural diplomacy with 4 main elements, namely; 1) Actors & Government Involvement is the Indonesian Government and Non-State is UMKM, Musicians, Artists Community and others, 2) Objectives namely efforts to maintain stability and avoid conflict, the improvement of relations between the two countries, business opportunities and promotions, then at 3) Activities, Indonesia through activities such as UMKM Bazaar, art performances and sports activities successfully then finally 4) Audiences there are 1000-1500 people from both countries. Indonesia through the 2023 Skouw Crossborder Festival is said to be successful because it has provided many positive impacts between Indonesia and Papua New Guinea so that it opens up opportunities for more massive cooperation.
