MOTIF JEPANG DALAM KEAMANAN ENERGI: STUDI KASUS KOMITMEN PADA COP 28 DI DUBAI
This research is motivated by the inconsistency between Japan's diplomatic commitments to the global decarbonization agenda and its domestic policies, which maintain fossil fuel subsidies and a high dependence on coal. The objective of this study is to analyze how national interest and energy security shape Japan's primary motives for agreeing to the outcomes of the 28th Conference of the Parties (COP28) in Dubai. The analysis utilizes Florian Baumann's (2008) multidimensional energy security conceptual framework and the concept of national interest. This study employs a descriptive qualitative method, with data collection conducted through a literature review. The results indicate that national interest and energy security shape Japan's motives in a multidimensional manner. In the domestic policy dimension, the primary motive is to protect the fragile post-Fukushima energy mix; in the economic dimension, Japan pursues technological leadership in hydrogen and ammonia through green investment; in the geopolitical dimension, Japan builds influence in Asia through the AZEC initiative; and in the security policy dimension, Japan seeks to maintain the stability of sea lines of communication (SLOC) through strategic alliances. The study concludes that agreeing to the COP28 outcomes is a rational strategy for Japan to balance global climate commitments with the requirements of national energy stability.
