ANALISIS SENTIMEN OPINI PUBLIK TERHADAP KEBIJAKAN KELAS RAWAT INAP STANDAR (KRIS) DI MEDIA SOSIAL X DENGAN BI-LSTM
The Standard Inpatient Class (KRIS) policy regulated in Presidential Regulation Number 59 of 2024 is part of the reform of Indonesia’s National Health Insurance (JKN) system aimed at achieving equitable inpatient services without class differentiation based on economic status. The policy has generated public debate, particularly on the social media platform X, reflecting public perceptions toward changes in healthcare service design. This study aims to analyze public sentiment toward the KRIS policy and identify its implications for health policy communication. This study employed a quantitative approach using sentiment analysis based on a deep learning model, Bidirectional Long Short-Term Memory (BiLSTM). The dataset consisted of 403 tweets collected from platform X. The analysis process included data cleaning, manual labeling, model training, and visualization of sentiment trends and word clouds. The results show that negative sentiment dominated public discussions at 61.7%, followed by neutral sentiment at 35.9% and positive sentiment at 2.4%. Negative sentiment was mainly associated with concerns about declining service quality and the elimination of class differentiation, while neutral sentiment reflected public uncertainty regarding financing mechanisms and policy implementation. The study concludes that the dominance of negative and neutral sentiments indicates challenges in policy communication and public acceptance of the KRIS policy design. Therefore, strengthening public communication emphasizing service quality assurance and clearer policy implementation mechanisms is necessary to support the successful implementation of the policy.
