ANALISIS HAMBATAN PENGIRIMAN DATA REKAM MEDIS ELEKTRONIK (RME) KE PLATFORM SATUSEHAT PADA PUSKESMAS DI KOTA PALEMBANG TAHUN 2024
The digital transformation of healthcare has encouraged the implementation of Electronic Medical Records (EMR) integrated with SATUSEHAT In 2024, the Kenten, Keramasan, 11 Ilir, and Pakjo Public Health Centers in Palembang City did not submit data to SATUSEHAT. This study aimed to analyze the barriers to EMR data submission using the HOT Fit model (human, organization, and technology) through a qualitative method involving interviews, observations, and document reviews with nine informants, including EMR officers, heads of health centers, doctors, cluster coordinators, the Health Office, and vendors. The results showed that from the human aspect, EMR had been routinely used by health workers and was not the main barrier, although there were still limitations in understanding and data mapping that did not lead to the failure of data submission. From the organizational aspect, EMR implementation was not supported by standardized SOP and monitoring and evaluation were not optimal, resulting in inconsistent data submission. From the technological aspect, the system was not stable due to frequent errors, server downtime, and integration issues with SATUSEHAT, causing unsuccessful data transmission. The study concludes that the absence of data submission in 2024 was mainly caused by system instability, integration constraints with SATUSEHAT, and unstandardized organizational governance rather than user factors. It is recommended to develop integrated EMR SOP, strengthen monitoring and evaluation, and utilize simple digital temporary recording as an alternative during system disruptions.
