This study aims to maximize the profits of Internet Service Providers (ISPs) through the development of an information service financing model that takes into account the diversity of customer satisfaction levels using the concept of customer self-selection. Three forms of financing schemes are used, including flat-fee, usage based, and two-part tariff. The model used isa Random Utility Model (RUM)-based development with the addition of marginal costs and non-linear monitoting costs to the modified utility function Research data was obtained from the local server of the Sriwijaya State Polytechnic Negeri Sriwijaya (POLSRI) Palembang in the form of digital library traffic data classified into peak and off-peak periods. The analysis was conducted using two models: optimization and differential. Through the RUM utility model-based optimization process, the maximum profit obtained in the flat fee, usage-based, and two-part tariff schemes reached IDR 9,555.8 per kbps.Meanwhile, the differential approach resulted in a maximum profit in the two-part tariff scheme of IDR 24,7108 per kbps. These results indicate that optimization based on the utility model provides higher profits compared to the differential approach, making it more effective for designing ISP service pricing strategy schemes.
