OPTIMASI PEMBIAYAAN LAYANAN INTERNET BERBASIS MULTI ATTRIBUTE UTILITY THEORY UNTUK KONSUMEN MULTISEGMEN DENGAN STRUKTUR BIAYA NONLINIER
This study aims to develop an optimization model for internet service pricing based on Multi Attribute Utility Theory (MAUT) by incorporating nonlinear cost structures, marjinal costs, and monitoring costs for multi-segment consumers. Consumers are classified based on economic strata, namely upper and lower strata, as well as based on service usage frequency, namely high and low usage frequency. The data used in this study consist of digital library (digilib) traffic data from Politeknik Negeri Sriwijaya collected during the period from April 11 to May 10, 2025, which are categorized into peak hours (07:00AM – 05.00PM) and off-peak hours (05:01 PM – 06:59AM). MAUT is modified by incorporating time-period weights to represent differences in the relative importance of network capacity during peak and off-peak periods, so that the resulting utility values more accurately reflect actual service usage conditions. The developed model is then applied to three internet service pricing schemes, namely flat fee, usage-based, and two-part tariff, in order to determine the optimal pricing scheme for both service providers and consumers. In addition, sensitivity analysis is conducted to evaluate the effects of changes in utility weights and nonlinear cost parameters on the optimization results. The results indicate that the modified MAUT approach produces pricing solutions that are more adaptive to heterogeneous consumer characteristics and changes in cost structures, thereby providing a strategic decision-making basis for ISPs in designing efficient, stable, and sustainable internet service pricing schemes.
