EFEKTIVITAS PROGRAM PENYELENGGARAAN SISTEM PEMERINTAHAN BERBASIS E-PERSURATAN PADA DISTRIK NAVIGASI TIPE A KELAS I PALEMBANG

Nabila, Tiara - Personal Name;

This study aims to analyze effectiveness of the E-Correspondence-based government admin-istration system implementation program at Class I Type A Navigation District of Palem-bang. This research employed a qualitative descriptive approach. Data were collected through interviews, observation, and documentation and analyzed using an interactive anal-ysis model. The analytical framework was based on Sutrisno’s (2007) program effectiveness theory, which consists of five dimensions program understanding, target accuracy, timeli-ness, goal achievement, and real change. The findings indicate that in terms of program understanding, employees generally compre-hend the objectives of the E-Correspondence, particularly in improving efficiency, acceler-ating administrative processes, and supporting a paperless environment, although differ-ences in technological adaptation remain, especially among less tech-savvy staff. Regarding target accuracy, the program has been implemented across all administrative units with high correspondence workloads; however, its utilization is not yet evenly distributed. In terms of timeliness, the distribution and retrieval of letters have become faster and more flexible, yet the absence of a notification feature and occasional system maintenance or errors affect re-sponse consistency. Concerning goal achievement, improvements in efficiency and document tracking have generally been realized, although manual methods have not been fully re-placed. In terms of real change, the program has led to faster administrative processes, re-duced paper usage, improved archive space efficiency, and a shift in work patterns from manual to digital systems. This study concludes that the E-Correspondence-based govern-ment system program is not yet effective. Keywords: Program Effectiveness, E-Persuratan, Digital Archives, e-Government
