The coal mining industry is one of the sectors with a high level of occupational accident risk due to the use of heavy equipment, extreme working conditions, and exposure to hazardous dust and gases. South Sumatra Province, as one of the largest coal-producing regions in Indonesia, has experienced a significant increase in coal production over the years. This increase in mining activities has consequently raised the potential risk of mining accidents. Although the government has mandated the implementation of the Mining Safety Management System (SMKP), its technical implementation in the field still faces various challenges, such as low compliance with safe working procedures, inadequate supervision of personal protective equipment (PPE) usage, and weak hazard control in mining operational areas. This study aims to analyze the implementation of the Mining Safety Management System (SMKP) in coal mining companies holding Domestic Investment Mining Business Licenses (IUP PMDN) in South Sumatra Province, to analyze the relationship between SMKP implementation and the level of mining accidents, and to identify the technical aspects of SMKP that contribute the most to reducing mining accidents in the field. This research employed a mixed methods approach by combining quantitative and qualitative methods. The quantitative approach was used to analyze the relationship between the technical implementation of SMKP and mining accident trends, while the qualitative approach was used to explore challenges, constraints, and best practices in the implementation of SMKP in the field. Data were collected through field observations, interviews, documentation, and questionnaires distributed to mining management, Heads of Mining Engineering, internal SMKP auditors, occupational safety managers, and operational workers at coal mining companies in South Sumatra Province. Data analysis was conducted descriptively, comparatively, and interpretatively to obtain a comprehensive understanding of the effectiveness of SMKP implementation. The results showed that the implementation of SMKP in coal mining companies in South Sumatra Province generally referred to existing regulations; however, the technical implementation in the field was still not fully optimal. The technical aspects that most significantly contributed to reducing mining accidents included the implementation of safe working procedures, supervision of PPE usage, routine inspection of heavy equipment, control of mining dust, and periodic occupational safety training and safety drills. Companies that consistently implemented technical supervision had lower accident rates compared to companies that had not optimally implemented SMKP. The main obstacles in implementing SMKP included limited resources, weak safety culture, insufficient technical training, and inadequate operational supervision in the field. This study concludes that the consistent and sustainable technical implementation of SMKP significantly contributes to reducing mining accidents in the coal mining sector. Therefore, strengthening management commitment, improving workers’ competence through safety training, optimizing operational supervision, and enhancing occupational safety culture are necessary to support the effectiveness of SMKP implementation in coal mining companies.
