IMPLEMENTASI INAPORTNET (INDONESIA PORT INTEGRATION SYSTEM) DALAM MENINGKATKAN PELAYANAN PUBLIK PADA DISTRIK NAVIGASI TIPE A KELAS I PALEMBANG

Ningsih, Julia Sintia - Personal Name;

This study aims to analyze the implementation of Inaportnet in improving public services at Distrik Navigasi Tipe A Kelas I Palembang, particularly in the Vessel Traffic Service (VTS) installation. Inaportnet is a digital-based port service integration system developed by the Kementerian Perhubungan Republik Indonesia to create effective, transparent, and integrated services. This research applies the policy implementation theory proposed by Donald S. Van Meter and Carl E. Van Horn, which consists of six variables: policy standards and objectives, resources, inter-organizational communication, characteristics of implementing agencies, disposition of implementers, and social, economic, and political environmental conditions. This study employs a descriptive qualitative approach. Data were collected through interviews, observation, and documentation. The informants consisted of employees of the Navigation District and service users such as shipping agents. Data analysis was conducted through data reduction, data display, and conclusion drawing. The results indicate that the implementation of Inaportnet in VTS services has not yet been optimal. There is a gap in understanding related to Inaportnet Standard Operating Procedures (SOP), limited number and technical competence of human resources, as well as network constraints and unstructured system maintenance from the central authority. In terms of communication, internal coordination and information delivery to service users have not been fully effective, especially during system disruptions. High service volume increases workload, while some shipping agents are not fully prepared to transition from manual to digital systems. Socialization and training are considered insufficient, document upload size limitations hinder services, and peak service periods affect operational system stability. Therefore, the success of Inaportnet implementation is determined not only by technological availability but also by human resource readiness, effective coordination, and sustainable system stability in supporting public services in the navigation sector. Keywords: Policy Implementation, Inaportnet, Public Service, (VTS), Navigation District.
