Oleh pembuat undang- undang dianggap hanya beberapa perubahan yang dianggap perlu. Menurut hemat kami akan tetapi perubahan- perubahan yang telah diadakan adalah demikian banyaknya sehingga menurut hemat kami adalah lebih praktis kalau dibuat saja suatu undang- undang yang baru.Kini diadakan penambahan tambal sulam yang dipandang perlu untuk mengubah berbagai ketentuan mengenai Undang- undang Paten tahun 1998 ini.
